At Bloom, we specialise in delivering high-quality refurbishment and fit-out projects, with contract values ranging from £50k to £10m. Whether it’s a small-scale interior fit-out or a large, technically complex retrofit, we’re known for stepping up where others hesitate. Our approach is defined by attention to detail, collaborative delivery, and a passion for overcoming challenges in the built environment.

Launched in 2023 by industry professionals Tom O’Toole and John Rowe, Bloom brings a modern perspective to construction. By embedding digital tools and smart processes from day one, we bring greater clarity, efficiency, and precision to every project. This forward-thinking model enables us to offer exceptional value—particularly on complex schemes where innovation makes a real difference.

Tom O’Toole is a construction entrepreneur with hands-on and leadership experience across the refurbishment, fit-out, retrofit and new-build sectors. As co-founder of Bloom Construction, Tom brings a progressive, technology-led mindset to an industry often slow to adapt. His vision is clear: deliver complex projects with precision, transparency, and lasting value for clients and communities.

Tom’s foundation in construction is both academic and practical. While earning a degree in Construction Management, he spent six years working on-site as a tradesman—an experience that shaped his grounded, problem-solving approach. He progressed through delivery and leadership roles at Mulalley, Knight Harwood, and TTP, where he led high-value, technically challenging schemes.

At Bloom, Tom has built a company that thrives on complexity and is known for meticulous planning, collaborative delivery, and a strong emphasis on stakeholder satisfaction. His expertise spans commercial, residential, and public sector environments, and he is passionate about delivering projects that are as socially responsible as they are technically sound.
